RELATING TO PROCUREMENT. Requires the procurement policy board to conduct audits of two executive departments each year to ensure compliance with chapter 103D, HRS, and report results to the legislature. Also requires the procurement policy board to initiate or conduct follow-up audits of executive agencies that utilize procurement procedures that are not in compliance with the state procurement code or otherwise authorized by law.

RELATING TO PROCUREMENT. Requires the auditor to review and make recommendations concerning the effectiveness of implementation and compliance by state departments and agencies with the Hawaii public procurement code. Appropriates funds for the audit.

RELATING TO PROCUREMENT. Requires that any determination of corrective action by the administrator of the state procurement office to a governmental body shall be complied with within 30 days or the governmental body shall be subject to an administrative fine under section 103D-106, HRS, for every day of noncompliance.

RELATING TO PROCUREMENT. Requires state and county procurement officers to undergo annual procurement training furnished by the state procurement office.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Provides sanctions for false information or misrepresentation in competitive sealed proposals and competitive sealed bids.

Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
