RELATING TO TRANSPORTATION FUNDING. Requires the city and county of Honolulu to make a decision by June 30, 2008, on the technology of the fixed guideway system for the locally preferred alternative for a mass transit project, or the surcharge to fund the project shall be suspended effective July 1, 2008, for that county; requires the county by December 31, 2008, to award any related contracts for the technology of the fixed guideway system for the locally preferred alternative for a mass transit project, or return any unexpended moneys to the State for deposit into the state highway fund; authorizes expenditures from the fund, as deemed appropriate by the legislature, for transportation projects in the county for which the surcharge was collected.

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearing. Any testimony received after 6:00 PM the day before the hearing will not be distributed to the Committee or available to the public until after the hearing ends. As a result, the Committee will not be able to consider written testimony received after 6:00 PM in its decisions.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
