Appropriates funds to the department of public safety to develop a plan by July 1, 2008, to return as many as possible of the female Hawaii prisoners incarcerated in mainland prisons back to Hawaii by July 1, 2009. (SB2082 SD2)

RELATING TO PUBLIC SAFETY.

Requires the department of public safety to establish performance indicators to ensure that the department is in compliance with the Community Safety Act of 2007. Requires quarterly reports to the legislature, using key performance indicators, such as inmate drug test failure rates, educational goals achieved, reentry plans, post-incarceration employment, victim restitution paid, and recidivism rates. RELATING TO PRISONS.

Requires the department of public safety to conduct a study of the feasibility of creating separate forensic treatment facilities for mentally ill prisoners in all community correctional centers or, in the alternative, a separate, centralized forensic treatment facility. Exempts from the general excise tax amounts received by managed care support contractors as reimbursements of costs or advances made to health care providers pursuant to a contract for the administration of the federal TRICARE program. (SD1)

RELATING TO DISASTER RELIEF.

Activates provisions of the State's disaster relief law to apply to emergencies, except for enemy attack. Clarifies the use of the governor's emergency powers in response to a natural or manmade disaster. Limits the governor's powers to provide disaster relief or the length of time that the governor may provide disaster relief in specific circumstances without legislative authorization. States that, in certain cases, emergency powers in force prior to the effective date of this measure expire at the end of the 2008 regular session unless reauthorized by the legislature. RELATING TO THE WIRELESS ENHANCED 911 BOARD.

Deletes quorum by proxy and authorization for a board member to vote by proxy submitted in writing to the board. Permits quorum to be established by the physical presence of any 6 members of the board. (SB2258 SD1)

RELATING TO ENHANCED 911 SERVICES FOR MOBILE PHONES.

Decreases from $0.66 to $0.43 per month the surcharge customers pay on each mobile phone for E911 emergency mobile phone services. (SD1)

RELATING TO LOSS MITIGATION.

Includes earthquake resistive devices in the loss mitigation grant program. Directs the insurance commissioner to develop criteria for earthquake resistive devices. Sets grant reimbursement amount for earthquake resistive devices at 50% and caps grant at $5,000. Increases grant reimbursement amount for wind resistive devices to 50% and caps grant at $5,000. Establishes and funds a public awareness campaign on hazard mitigation. Appropriates funds for a testing facility to test wind resistant devices and safe room designs. Authorizes Insurance Commissioner to determine standards for earthquake and wind resistive installation procedures and engineering content. Extends the loss mitigation grant program for 3 years. Appropriates funds for the loss mitigation grant fund. (SB2783 SD2)
