RELATING TO PARKING.

Clarifies that comptroller has authority over "parking facilities within the comptroller's jurisdiction".  Repeals cap on allowable balance in the state parking revolving fund.  Requires state officials' and employees' parking fees to be adjusted annually in accordance with collective bargaining wage adjustments.

RELATING TO THE STATE OF HAWAII DEFERRED COMPENSATION PLAN.

Encourages employees to save for retirement by automatically enrolling newly hired employees into the Deferred Compensation Plan (DCP) unless the new employee elects not to enroll.

RELATING TO SALARIES.

Increases the salaries of the Stadium Manager, the Public Utilities Commissioners, Executive Director of Hawaii Housing Finance and Development Corporation, and Civil Defense Director to be commensurate with their duties and responsibilities by linking them to 92% of the Director of Health's salary.

Provides a tax credit to employers who allow employees to telecommute.

RELATING TO UNEMPLOYMENT CONTRIBUTION RATES.

Intended to conform Hawaii's unemployment insurance law to federal law to ensure uniform application to all state unemployment insurance experience rating transfers for employers.

RELATING TO LABOR.

Certifies entities as exclusive representatives absent an election where no other representatives are certified as the exclusive representatives.  Requires immediate collective bargaining between parties once entities are certified as exclusive representatives.

RELATING TO THE LABOR AND INDUSTRIAL RELATIONS APPEALS BOARD.

Authorizes the Labor and Industrial Relations Appeals Board (Board) to employ a hearings officer, as well as to allow that hearings officer to hold a hearing, in order for the Board to expedite hearings on certain workers' compensation matters.

RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS.

Exempts positions and personal services contracts with a qualified community rehabilitation program, which last for no more than one year, from county civil service law regardless of the cost.

RELATING TO THE FIRST-TO-WORK PROGRAM.

Conforms state law to current federal law by deleting references to the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Act and replaces it with the federal Temporary Assistance for Needy Families law.

RELATING TO CAREGIVERS.

Amends the temporary disability insurance law to permit an eligible employee to collect up to two weeks of temporary disability insurance benefit payments to care for a family member with a qualifying disability.  Effective 07/01/09.  (HB2520 HD1)

RELATING TO THE EXECUTIVE OFFICE ON AGING.

Allows the appointing authority to set the salary for the Director of the Executive Office on Aging.  (HB2775 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and
