RELATING TO WORKERS' COMPENSATION. Excludes services for a limited liability company or limited liability partnership from the definition of "employment" if the person performing services has a fifty per cent or higher transferable interest in the limited liability company or limited liability partnership.

RELATING TO WORKERS' COMPENSATION. Establishes a workers' compensation advisory council in the department of labor and industrial relations.

RELATING TO VOCATIONAL REHABILITATION. Amends workers' compensation law to require that, as part of the process for returning an injured worker to suitable gainful employment, a vocational rehabilitation provider examine the feasibility of modified or other work at the employee's same employer.

RELATING TO STATE SALARIES. Establishes a 3 year statute of limitation for recovering the overpayment of state salaries.

RELATING TO CUSTOMER SERVICE. Appropriates funds for the ombudsman to develop and implement a pilot program using informed customers to investigate customer service at state agencies.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number;
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in one of the following ways:
PAPER: 5 copies (including an original) to Room 424 in the State Capitol; or
EMAIL: For comments less than 5 pages in length, transmit to LABtestimony@Capitol.hawaii.gov.
