RELATING TO PARTIAL PUBLIC FINANCING OF ELECTIONS. Qualifies a candidate for the office of prosecuting attorney to qualify for partial public campaign financing if the candidate does not exceed the respective campaign expenditure limit.

RELATING TO INSURANCE. Amends current provisions of the insurance investment statutes allowing insurers more investment flexibility without significantly lessening protection to insurance policyholders and to reflect more current regulatory standards. (SD1)

RELATING TO ADULT PROTECTION. Expands the adult protective services law by extending protections to vulnerable adults. Appropriates funds to the department of human services. (SB2150 SD2)

RELATING TO CRIMINAL HISTORY BACKGROUND CHECKS FOR SOCIAL SERVICES PROGRAMS. Authorizes the Department of Human Services or its designee to conduct criminal history record checks for those providing services to vulnerable adults and children. Effective 7/1/2050. (SB3051 HD1)

RELATING TO THE PENAL CODE. Amends the offenses of assault in the second degree and terroristic threatening in the first degree to include conduct committed against victims who the courts and police are attempting to keep safe with protective orders. (SB1343 HD1)

RELATING TO CHILD PROTECTION. Establishes a grandparent, or other appropriate relative, preference for out-of-home placement of children needing child protective services. (SD2)

RELATING TO EDUCATION. Extends the deadline within which to file a request for a due process hearing relating to the education of a child with a disability from 90 days to 180 calendar days when the request is for reimbursement of costs of a child's placement. Requires the department to report to the legislature annually on the number of these requests awaiting hearing. (SB2004 SD2)

RELATING TO COMMERCIAL ACTIVITIES ON OCEAN WATERS. Adds regulatory function over commercially permitted use of government and private boating facilities and commercial activities in private marinas. (SB2196 SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-9450 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
