RELATING TO MENTAL HEALTH. Provides an exception to the confidentiality of mental health records and allows disclosure if it is made by the person's healthcare provider to another health care provider for the purpose of continued care or treatment.

RELATING TO BAIL. Creates a licensing requirement for bail bond agents. Requires the director of commerce and consumer affairs to adopt rules for the process and procedure of obtaining a bail bond agent license. Prohibits certain acts by bail bond agents. Provides for civil and criminal penalties for violations by bail bond agents. Requires the director of commerce and consumer affairs to adopt rules regulating compensated sureties. (SD1)

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO DECRIMINALIZATION OF MINOR OFFENSES PURSUANT TO ACT 124, SESSION LAWS OF HAWAII 2005. Decriminalizes minor offenses outside the Penal Code pursuant to Act 124, SLH 2005. (SB2400 SD1)

RELATING TO LEGAL REQUIREMENTS FOR NEIGHBORHOOD BOARD MEETINGS. Prescribes the procedure to be followed at certain neighborhood board meetings, such as the information that may be included in the written public notice, the information that the board may receive on a matter, and the deliberation and decision‑making process. RELATING TO CAMPAIGN SPENDING. Establishes penalties for failing to file and for filing substantially defective or deficient campaign spending reports. Provides for deposit of collected fines and penalties into the state general fund. (SB2579 SD2)

RELATING TO CAMPAIGN SPENDING. Clarifies campaign spending law relating to electronic filing of reports; clarifies that "ordinary and customary" expenditures are allowable under campaign spending law; clarifies that the campaign spending commission shall not issue rules through the issuance of an advisory opinion; clarifies that in the case of a corporation or company using funds from its own treasury, there shall be no limit on contributions or expenditures to the corporation or company noncandidate committee; clarifies who is subject to administrative fines for violations relating to campaign contributions and expenditures; doubles the amount a candidate can transfer from campaign or surplus funds to a community or charitable organization. RELATING TO TAXATION. Establishes a ten-year statute of limitations on tax collections. Clarifies that the three-year statute of limitations on tax assessments for the general excise tax, use tax, and other period taxes begins running from the filing of each periodic return.

RELATING TO DISTRICT COURT JURISDICTION. Increases the amount over which the District Court has jurisdiction in civil cases from $20,000 to $30,000. Effective January 1, 2050. (SB2785 SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
