RELATING TO LANDOWNER LIABILITY FOR NATURAL CONDITIONS. Codifies common law regarding non-liability of landowners regarding natural conditions on their land that cause damage outside the land. (HB2350 HD1)

RELATING TO TRANSPORTATION. Amends the definition of bicycle to include a bicycle powered by an electric motor. Provides that only bikes meeting certain specifications can be transported on public transportation systems. (HB2421 HD1)

RELATING TO CHILD WELFARE SERVICES. Clarifies the law to ensure that local customs of caring for children outside the home by friends and relatives are an available alternative when considering the custody of children.

RELATING TO MOTOR VEHICLES. Provides certain vehicle identification exemptions required when shipping a motor vehicle between islands for interisland ferry service providers.

RELATING TO THE LIABILITY OF A FIREARM OWNER. Removes government entities from definition of firearm owner for purpose of establishing liability.

RELATING TO CAMPAIGN CONTRIBUTIONS. Adds reciprocal beneficiaries to the definition of "immediate family" for laws related to campaign contributions.

RELATING TO OWNER-BUILDER PERMITS. Requires sellers to disclose whether a building or structure was built or improved under an owner-builder permit. Clarifies that owner builders must use licensed subcontractors. Establishes penalties for owner-builders who fail to comply with the owner-builder permit requirements. (HB3107 HD1)

RELATING TO CHILDREN. Requires the Department of Human Services to investigate reports of drug use in the home of a child within 24 hours. Requires a parent, legal custodian, cohabitant, or caregiver to be drug free for at least 60 days prior to being allowed visitation with a child, and to participate in substance abuse treatment for at least one year before being awarded full custody of a child or being allowed to solely supervise the child. RELATING TO CONDOMINIUMS. Specifies matters that are subject to mediation. Permits unsatisfied parties to mediation to pursue arbitration after 30 days. (HB3331 HD1)

RELATING TO PROSTITUTION. Makes a third and subsequent conviction for prostitution a class C felony when the offense is committed by a person who pays, or offers or agrees to pay, a fee for sex with another person.

RELATING TO LEGAL SERVICE. Permits a deputy attorney general, except for the attorney general's first deputy, to provide pro bono legal service if the pro bono legal service does not conflict with the duties of the deputy's office.

RELATING TO CRUELTY TO ANIMALS. Repeals existing prohibition against dog fighting and enacts more comprehensive prohibition of dog fighting and related conduct. Provides enhanced penalties.

RELATING TO CRIME. Strengthens laws relating to obstruction of justice; revises Hawaii's murder statute to better protect the public; and makes other criminal law changes.

RELATING TO PUBLIC SAFETY. Revamps Hawaii's sex offender registry laws so as to provide more up-to-date and more useful information about registered sex offenders to the public; strengthens some criminal laws, including relating to electronic enticement of a child; and makes other criminal law changes.

RELATING TO EVIDENCE. Protects the disclosure of sources for journalists and newscasters. Establishes an exception.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
