RELATING TO SCRAP METAL. Requires scrap dealers to pay sellers of scrap only by check. For copper sales, requires the check to be mailed to the seller no sooner than 5 days after the purchase. Requires the canceled check to be retained for 2 years and made available for inspection. (HB2589 HD1)

RELATING TO METAL. Affirms that penalties in section 445-235, HRS, apply if scrap dealer violates either section 445-232 or 445-233, HRS.

RELATING TO TRAFFIC INFRACTIONS. Establishes that a motor vehicle owner is responsible for paying outstanding parking citations even after transferring ownership of the vehicle. Establishes that unpaid parking citations shall not prevent the transfer of ownership and re‑registration of the vehicle. Provides an exemption for u-drive companies. (HB2618 HD1)

RELATING TO MOTOR VEHICLE DRIVER'S LICENSE. Adjusts the length of time a person's license will remain valid based on their age and provides that military personnel whose driver's license has expired while on active duty outside of the country will be authorized to drive for 90 days upon their return to the United States. RELATING TO LAND USE. Requires any reclassification of land contiguous to the agricultural district to the urban or rural district to contain condition prohibiting nonagricultural development within 300 feet of the property line bordering any agricultural parcel used for farming operations.

RELATING TO PUBLIC ORDER. Makes permanent the prohibition against urinating or defecating in public or within the boundaries of downtown Honolulu.

RELATING TO PUBLIC AGENCY MEETINGS. Allows two or more members of a board to discuss official board business to enable them to perform their duties.

RELATING TO THE OFFICE OF INFORMATION PRACTICES. Requires the office of information practices to provide a written opinion within 60 days of a written request for an advisory opinion.

RELATING TO THE UNIFORM PROBATE CODE. Clarifies applicability of probate laws to payable-on-death accounts and requirements for providing copies and notice of supplementary inventory or appraisement. Allows courts to modify kokua kanawai duties and service requirements for orders appointing a guardian or conservator. Authorizes disclosure of kokua kanawai reports and professional evaluations to certain parties.

RELATING TO THE INTERMEDIATE APPELLATE COURT. Authorizes the intermediate appellate court to subpoena and compel the attendance of witnesses and compel the production of books, papers, documents, or tangible things. Authorizes any intermediate court of appeals judge to administer oaths.

RELATING TO THEFT IN THE SECOND DEGREE. Increases the minimum value of theft of property or services from $300 to $1,000 for the offense of theft in the second degree.
