RELATING TO BANKS AND FINANCIAL INSTITUTIONS. Prohibits the deceptive use of the name or trademark of a financial institution or its affiliates or subsidiaries. Establishes $10,000 fine for violations. (HB2254 HD1)

RELATING TO CAREGIVING. Establishes a task force to focus on the needs of and issues facing grandparents raising grandchildren. (HB2198 HD1)

RELATING TO THE UNIVERSITY OF HAWAII. Clarifies that the name of the candidate advisory council is the "Regents Candidate Advisory Council". Requires a UH Board of Regents member, except the student member, to reside in the geographic area represented by the member. Requires the Governor to notify the Council of vacancies on the BOR within 10 days of receiving notification that a BOR member is resigning or has died, or of removal by the Governor. Requires the submission of candidates within 60 days of a vacancy on the BOR that arises by resignation, death, or removal by the Governor. Clarifies that the Council is to submit the names of candidates to the Governor. Makes confidential information concerning potential candidates that is not of public record; provided that information relating to a candidate who is appointed by the Governor shall be disclosed. Appropriates funds to establish a permanent administrative position for the Council. (HB3226 HD1)

RELATING TO NOTARIES PUBLIC. Clarifies the powers and duties of the Attorney General with respect to notaries public; identifies conduct that would subject a notary to fines; and identifies criminal conduct with regard to notarization, notarized documents, and related matters.

RELATING TO CIRCUIT COURTS. Establishes a position for a fifth judge in the second judicial circuit court. Requires circuit court sessions in Kaunakakai when one party is a Molokai resident. Appropriates funds for position of fifth judge and to secure location on Molokai for circuit court sessions.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII CONSTITUTION TO EXTEND THE MANDATORY RETIREMENT AGE BY TWO YEARS FOR STATE JUSTICES AND JUDGES. Proposes a constitutional amendment to extend the mandatory retirement age of 70 for state justices and judges to 72.

RELATING TO COUNTIES. Establishes a blue ribbon committee to plan the reorganization of the city and county of Honolulu into two separate counties; appropriates funds to cover the committee's administrative expenses.

RELATING TO COURT-APPOINTED COUNSEL AND GUARDIANS AD LITEM IN FAMILY COURT. Clarifies compensation rates for court-appointed attorneys and Guardians Ad Litem in family court. (HB2698 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
