RELATING TO LEGAL SERVICE. Permits a deputy attorney general, except for the attorney general's first deputy, to provide pro bono legal service if the pro bono legal service does not create a conflict of interest with the duties of the deputy's office. (HB2391 HD1)

RELATING TO COURT-APPOINTED COUNSEL AND GUARDIANS AD LITEM IN FAMILY COURT. Clarifies compensation rates for court-appointed attorneys and Guardians Ad Litem. (HB2698 HD3)

RELATING TO BURGLARY. Creates a new offense of burglaries that take place in a dwelling and involve a dangerous instrument. Defines "dangerous instrument". (HB2729 HD1)

RELATING TO HUMAN TRAFFICKING. Extends the sunset date for the Hawaii Anti-trafficking Task Force to 2010. Amends composition of the Task Force. Appropriates funds. (HB2772 HD3)

RELATING TO SEX OFFENDER REGISTRATION. Establishes a working group to determine what changes to Hawaii law are necessary to comply with the federal Adam Walsh Act. Requires working group also to determine whether cost of compliance outweighs loss of 10 percent of Department of Justice grant funds that will result from noncompliance by July 29, 2009. RELATING TO PUBLIC SAFETY. Revamps Hawaii's sex offender registry laws to provide more up-to-date and more useful information about registered sex offenders to the public; strengthens some criminal laws, including those relating to electronic enticement of a child; and makes other criminal law changes. RELATING TO HAWAII PENAL CODE. Requires that multiple terms of imprisonment run concurrently unless the court orders or the law mandates that the terms run consecutively. Effective upon approval and applies to all terms of imprisonment imposed before or after the effective date.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. Written copies of your testimony will not be distributed during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
