RELATING TO FIREARM AMMUNITION. Requires ammunition manufactured or sold to be coded; requires the attorney general to maintain an electronic database of coded ammunition.

RELATING TO ELECTRONIC MONITORING. Requires electronic monitoring of persons convicted of violating a domestic abuse temporary restraining order or protective order.

RELATING TO HUMAN TRAFFICKING. Extends the sunset date for the Hawaii Anti-trafficking Task Force to 2010. Adds members to the Task Force. Appropriates funds.

RELATING TO EXTENDED SENTENCING. Qualifies for extended term sentencing criminal offenders who commit enumerated felonies against good samaritans. Defines good Samaritan.

RELATING TO CRIME. Enables prosecution of human trafficking under Hawaii law by creating new offense of sexual exploitation of a minor, amending existing kidnapping, extortion, and prostitution offenses, and including sexual exploitation of a minor in definition of racketeering. Eliminates distinction between minors under 18 and minors under 16 for purposes of promoting prostitution. Makes victims of sexual exploitation of a minor and promoting prostitution in the first degree eligible for crime victim compensation.

RELATING TO CRITERIA FOR EXTENDED TERMS OF IMPRISONMENT. Extends term of imprisonment for offenses committed against pregnant women.

RELATING TO ARSON. Specifies the firefighting costs that a defendant convicted of arson may be requires to reimburse.

RELATING TO CRIME. Makes harassment by disruptive threats a misdemeanor. Makes it a crime to remotely harass another person by posting any type of writing or message with the intent to harass, intimidate, terrorize, frighten, or cause mental, emotional, or physical distress to another person.

RELATING TO THE POWER OF ARREST. Authorizes agents of the United States Marshal Service to make arrests under state law. Updates references to former U.S. Customs Service and Immigration and Naturalization Service to reflect current names of agencies within the federal Department of Homeland Security.

RELATING TO PUBLIC SAFETY. Revamps Hawaii's sex offender registry laws so as to provide more up-to-date and more useful information about registered sex offenders to the public; strengthens some criminal laws, including relating to electronic enticement of a child; and makes other criminal law changes.

RELATING TO ANIMAL HOARDING. Makes it a misdemeanor to hoard pet animals without necessary sustenance and under conditions deleterious to the health and wellbeing of the animals and the owner.

RELATING TO CRIMES. Makes it a misdemeanor to consume a cat or dog. Clarifies definition of "pet animal".

MAKING AN APPROPRIATION FOR CIVIL LEGAL SERVICES. Makes an appropriation for civil legal service organizations that provide free or low-cost direct legal services to indigent and low-income residents.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. Written copies of your testimony will not be distributed during the hearing but will be posted online for the public after the hearing.
