Prescribes the procedure to be followed at certain neighborhood board meetings, such as the information that may be included in the written public notice, the information that the board may receive on a matter, and the deliberation and decision‑making process.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 6, OF THE HAWAII CONSTITUTION TO AUTHORIZE THE SENATE TO LIMIT ITS ADVICE AND CONSENT OF THE NOMINATION OF ANY EXECUTIVE OR CHAIRPERSON OF A PRINCIPAL DEPARTMENT TO A PROVISIONAL OR TEMPORARY APPOINTMENT.

Amends the constitution to authorize the senate, in its discretion, to limit the advice and consent of the nomination of any executive or chairperson of a principal department to a provisional or temporary appointment.

Authorizes the senate, in its discretion, to limit to a provisional or temporary appointment, the advice and consent of the nomination of any executive of a principal department or the chairpersons of the board of agriculture, board of land and natural resources, or Hawaiian homes commission.

Stipulates that only the last four digits of an individual's social security number shall be listed on judgments, orders, or decrees endorsed and recorded in the Bureau of Conveyances or Land Court.

RELATING TO PUBLIC AGENCY MEETINGS.

Allows boards and commissions to conduct on-site inspections without public participation if public attendance is impracticable, such as on working farms.

Persons wishing to testify should submit testimony in one of the following ways by 4:30 p.m. the day  prior to the hearing:

 

·         In person:  1 copy of their testimony to the committee clerk, Room 219, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  Written copies of your testimony will not be distributed during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
