RELATING TO THE PROTECTION OF CHARITABLE GIVING. Requires registration with the Attorney General of most charitable organizations before they can solicit funds; adds other requirements for charitable organizations and related matters.

RELATING TO CHARITABLE TRUSTS AND NONPROFIT ORGANIZATIONS. Requires charitable trusts and nonprofits to register and file annual financial reports with the attorney general; authorizes the attorney general to conduct investigations on possible violations; prohibits contracting with unregistered solicitors; requires a report submittal fee based on total revenue of organization; appropriates funds to staff additional positions.

RELATING TO INSURANCE. Establishes a joint legislative study group to investigate issues regarding the implementation of twenty-four-hour insurance coverage in Hawaii. Appropriates funds for the study.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. Written copies of your testimony will not be distributed during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
