Repeals requirement that county cooperative purchases adhere to administrative rules adopted by the state procurement policy board.

RELATING TO AGING IN PLACE.

Requires state building code council to amend the international building code relating to physical assistance in evacuation for residents in assisted living facilities or similar facilities.  Prohibits counties from amending or repealing these amendments.  Extends the task force convened under senate concurrent resolution no. 144 S.D.1 (2006), to develop a long-term care infrastructure plan, for 1 year to 6/30/2009.

MAKING AN APPROPRIATION FOR A GRANT-IN-AID TO THE CITY AND COUNTY OF HONOLULU TO DESIGN AND CONSTRUCT A SIDEWALK ON THE NORTH SIDE OF WAIPAHU STREET, OAHU.

Appropriates funds as a grant-in-aid to city and county of Honolulu to design and construct a sidewalk on the north side of Waipahu Street from Waipahu Depot Road to Awamoi Street and from Amokii Street to Waikele Road.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR BALL FIELD AND RECREATIONAL FACILITY LIGHT SYSTEM RETRO-FIT, HABITAT CONSERVATION PLAN, AND WAILUA WASTEWATER TREATMENT PLANT UPGRADES FOR THE COUNTY OF KAUAI.

Appropriates $2,460,000 for CIP projects on Kauai for ball field and recreational facility light system retrofit, habitat conservation plan, and Wailua wastewater treatment plant upgrades.
