Appropriates funds for automated external defibrillators to be made available at the State Capitol building.

RELATING TO HEALTH INSURANCE SUPPORT FOR SMALL BUSINESS.

Requires group health issuers to offer all group health plans to self-employed individuals who are licensed by the department of commerce and consumer affairs and are located in the group issuer's service areas.  Allows limits on timing of enrollment and reenrollment to control adverse selection and plan costs.

Establishes a rural medical practice loan repayment program for licensed physicians who participate in the family practice residency program and who, upon completion of the program, commit to practice medicine for five years in rural areas on the neighbor islands.  Appropriates funds.

Appropriates federal funds for community-based dental health clinics.

Requires board of pharmacy to allow telepharmacy by certain federally qualified health centers participating in the federal 340B Pharmaceutical Purchasing Program administered by the United States Department of Health and Human Services.  Defines "telepharmacy" to limit dispensing to only acute medications.

RELATING TO GRADUATES OF FOREIGN ACUPUNCTURE PROGRAMS.

Requires applicants for acupuncture licensure who graduated from foreign institutes to have their educational information evaluated by a professional crediting evaluator as a prerequisite for taking an exam and getting a license in Hawaii.
