RELATING TO TAXATION OF PREMIUMS. Eliminates the insurance premium tax on health insurers.

RELATING TO INSURANCE. Provides that health insurance companies with more than 50 per cent of the market share provide increased insurance reimbursements and those insurers with less than 50 per cent of the market share will be afforded an exemption from taxes on premiums provided they work toward decreasing the number of uninsured in Hawaii.

RELATING TO HEALTH INSURANCE. Mandates health insurance coverage to screen for colorectal cancer by colonoscopy every ten years, beginning at age fifty.

RELATING TO HEALTH INSURANCE. Requires that mutual benefit societies annually spend on health community benefit programs no less than 50 percent of the savings that they receive annually from their general excise tax exemption as nonprofit organizations.

RELATING TO THE ISSUANCE OF REVENUE BONDS TO ASSIST THE MAUI REGION OF THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes issuance of $150,000,000 in revenue bonds for a heart, brain, and spine center at the Maui memorial medical center.

RELATING TO DENTAL HEALTH. Requires the department of health to establish and administer the water fluoridation pilot program in Maui county to adjust the amount of naturally occurring fluoride in the water to a level that will benefit oral health. Makes appropriations.

RELATING TO AUTISM SPECTRUM DISORDERS. Requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for the diagnosis and treatment of autism spectrum disorders for covered individuals less than twenty-one years of age.

RELATING TO HEALTH. Requires a study of health care adequacy on Maui, including regional health information organization establishment; establishes a tax credit providing an incentive for health care providers to furnish services and health care training on Maui. Makes appropriation.

RELATING TO HEALTH. Requires the department of taxation to defer general excise tax collection for the Hawaii Medical Center's hospital operations between July 1, 2008, and an unspecified date. Also requires the department to collect the deferred taxes plus interest after the unspecified date. Provides for immediate payment of deferred taxes, interest, and penalty upon occurrence of certain events.

RELATING TO GENERAL EXCISE TAX. Extends the general excise tax exemption for non-profit hospitals, infirmaries, and sanitaria to for-profit hospitals, infirmaries, and sanitaria. Makes conforming amendments.

RELATING TO LIFE SCIENCES. Provides for an income tax credit amounting to fifteen per cent of qualified clinical trials incurred, in any county of Hawaii with a population over 700,000, and twenty per cent in any county with a population under 700,000. Establishes criteria to qualify for the tax credit. Caps credit at $8,000,000 per clinical trial.
