RELATING TO CAREGIVERS. Amends the temporary disability insurance law to permit an eligible employee to collect up to 4 weeks of temporary disability insurance benefit payments to care for a family member with a qualifying disability. Effective 07/01/09.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS. Appropriates funds for the individual development account program, instead of making grants. Requires the department of human services to provide technical and administrative assistance to entities seeking to become fiduciary organizations. Prohibits fiduciary organizations from using more than 25% of state funds per year for operating costs.

RELATING TO FINANCIAL EDUCATION. Establishes a public financial education and asset building task force; makes an appropriation.

MAKING AN APPROPRIATION FOR THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL. Makes an appropriation to the office of community services for the Hawaii county economic opportunity council to implement new programs and expend existing programs to aid the Marshallese in the county of Hawaii .

RELATING TO HOUSING. Appropriates funds to repair public housing and to construct a permanent facility for the homeless.

RELATING TO ADULT PROTECTIVE SERVICES. Expands the list of persons mandated to report known or suspected abuse of vulnerable adults to include caregivers and the entity or agency designated by the governor to provide advocacy services to persons with developmental disabilities and mental illness.

RELATING TO CRIMINAL HISTORY BACKGROUND CHECKS FOR SOCIAL SERVICES PROGRAMS. Authorizes the Department of Human Services or its designee to conduct criminal history record checks for those providing services to vulnerable adults and children

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES. Establishes a grant program to assist operators of community care foster family homes and increases the capacity for cost effective home and community based services for elderly and disabled medicaid clients.

RELATING TO SIBLING VISITATION. Specifies that the Family Court may grant reasonable visitation with their siblings before and after adoption or award of legal guardianship.

RELATING TO AGE OF CONSENT FOR ADOPTION. Changes the age of consent by a child for adoption from 10 to 14.

RELATING TO MANDATORY REPORTING OF CHILD ABUSE AND NEGLECT. Broadens the group of persons required to report child abuse and neglect to include family members.

RELATING TO WELL CHILD FOLLOW-UP VISITS. Establishes a pilot project allowing the Department to conduct well-child follow-up visits for children who have been reported but not confirmed as abused or neglected.

RELATING TO CHILD WELFARE SERVICES. Clarifies the law to ensure that local customs of caring for children outside the home by friends and relatives are an available alternative when considering the custody of children.

RELATING TO HAWAII PUBLIC HOUSING AUTHORITY EVICTIONS BOARDS. Allows the Hawaii Public Housing Authority to hold eviction hearings without the tenant member of the Authority's eviction boards present, provided that quorum is met.

RELATING TO THE FIRST-TO-WORK PROGRAM. Conforms state law to current federal law by deleting references to the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Act and replaces it with the federal Temporary Assistance for Needy Families law.

RELATING TO LAW ENFORCEMENT. Includes common areas of housing projects governed by chapter 356D, Hawaii Revised Statutes, for purposes of prohibiting the drinking of alcoholic beverages under section 281-78, Hawaii Revised Statutes. Includes common areas of housing projects governed by chapter 356D, Hawaii Revised Statutes, as a "public place" for purposes of section 281-101.5, Hawaii Revised Statutes. Specifies that law enforcement officers may enter housing projects governed by chapter 356D, Hawaii Revised Statutes, in order to enforce laws concerning consuming alcohol in public places, as well as minors and alcohol.

RELATING TO LANGUAGE ACCESS. Clarifies definitions related to language access. Requires certain entities to file a language access plan and appoint a language access coordinator. Expands the language access advisory council from 11 to 15 members.
