RELATING TO THE NUMBER OF BLIND, DEAF, AND DEAF-BLIND PERSONS IN THE STATE OF HAWAII. Appropriates funds for a survey of the number of blind, deaf, and deaf-blind persons in the State of Hawaii.

Directs the Department of Human Services to establish a three-year pilot project, beginning with fiscal year 2008-2009, to conduct and expand asset building classes statewide to serve individuals with disabilities and parents of children with a disability in developing skills.

MAKING AN APPROPRIATION FOR ASSET BUILDING. Establishes three-year pilot project within the department of human services to conduct and expand asset building classes statewide to serve individuals with disabilities and the parents of children with a disability.

RELATING TO HUMAN SERVICES. Appropriates funds to the department of human services for independent living skills training for foster children and children being released from foster care. Authorizes general obligation bonds for transitional housing for foster children and children being released from foster care.

RELATING TO HIGHER EDUCATION BOARD ALLOWANCE FOR FORMER FOSTER YOUTH. Allows a former foster youth to be eligible for higher education board allowance until the age of twenty-one and for a period of five and one-half years. Makes an appropriation for this purpose.

RELATING TO CHILD PROTECTION. Establishes a grandparent preference for out-of-home placement of children needing child protective services.

RELATING TO CHILD PROTECTION. Permits a child's grandparent to participate as a party at certain child protective hearings.

RELATING TO MINORS. Allows minors to consent to entering into emergency shelters or other homeless facilities when minors do not have a parent or guardian to consent on their behalf.

Clarifies the eligibility requirements of and expands the bridge to hope program to enable all heads of households who are receiving financial assistance and participating in the first‑to-work program to pursue a full range of educational activities as part of their work activities.

RELATING TO CARE HOMES. Increases payments for level of care for ARCH types I and II, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes by 7% from $641.90 to $686.83 for level I and from $749.90 to $802.39 for level II beginning on 7/1/08. Appropriation.
