RELATING TO FAMILY COURT. Amends custody and visitation criteria and procedures to specify what factors the courts shall consider in determining the best interest of the child.

RELATING TO CHILD SUPPORT ENFORCEMENT. Changes the law relating to Child Support Enforcement Agency notification in some circumstances to custodial parents; establishes a CSEA Assistant Administrator; clarifies rules relating to some CSEA hearings and related matters.

RELATING TO HUMAN SERVICES. Establishes a reward program for reporting of fraudulent claims made to Department of Human Services assistance programs. Increases penalties for committing fraud under assistance programs.

RELATING TO DOMESTIC VIOLENCE. Establishes mandatory minimum and maximum fines for abuse of a family or household member. Requires fines to be deposited into domestic violence and sexual assault special fund. Allows funds to be expended on programs for batterers.

RELATING TO CRIMINAL HISTORY BACKGROUND CHECKS FOR SOCIAL SERVICES PROGRAMS. Authorizes the Department of Human Services or its designee to conduct criminal history record checks for those providing services to vulnerable adults and children

RELATING TO FEDERAL REVENUE MAXIMIZATION IN THE JUDICIARY. Requires the District and Family Courts to report to the Governor and the Legislature on the reasons for not establishing and implementing a federal revenue maximization program for all services they provide to children in their care that may be eligible for federal financial participation and the Family Court's plan to do so in the future.

RELATING TO INVESTIGATORS OF THE DEPARTMENT OF HUMAN SERVICES. Allows the Department of Human Services to appoint and commission an administrative investigator for the Office of Youth Services, pursuant to a memorandum of agreement with the U.S. Department of Justice.

RELATING TO THE FIRST-TO-WORK PROGRAM. Conforms state law to current federal law by deleting references to the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Act and replaces it with the federal Temporary Assistance for Needy Families law.

RELATING TO CHAPTER 580, HAWAII REVISED STATUTES. Allows annulment, divorce, and separation proceedings under chapter 580 to be held at Circuit Court at 777 Punchbowl Street unless the parties agree to have proceedings held at different court.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
