Requires the Department of Human Services to establish a pilot project to develop or contract to develop and operate programs to provide services and support for at-risk children from low-income families.

RELATING TO HIGHER EDUCATION BOARD ALLOWANCE FOR FORMER FOSTER YOUTH.

Allows a former foster youth to be eligible for higher education board allowance until the age of twenty-one and for a period of five and one-half years.  Makes an appropriation for this purpose.

Makes appropriation to DBEDT to create one staff position to establish and update biannually a self-sufficiency standard for Hawaii.

RELATING TO INTOXICATING LIQUOR.

Changes the classification of the offense of promoting intoxicating liquor to a minor from a misdemeanor to a petty misdemeanor.  Allows the courts to impose a jail sentence for those convicted of the offense.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Expands the provisions of individual development accounts.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Appropriates funds for the individual development account program, instead of making grants.  Requires the department of human services to provide technical and administrative assistance to entities seeking to become fiduciary organizations.  Prohibits fiduciary organizations from using more than 25% of state funds per year for operating costs.

RELATING TO CARE HOMES.

Increases payments for level of care for ARCH types I and II, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes by 7% from $641.90 to $686.83 for level I and from $749.90 to $802.39 for level II beginning on 7/1/08.  Appropriation.

Appropriates funds for the state commission on fatherhood.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number;
