RELATING TO HUMAN SERVICES. Requires Med-QUEST and Medicaid coverage for chiropractic care. Requires the Department of Human Services to pass funding on to QUEST plans to implement the services. Appropriates funds.

RELATING TO WOMEN'S HEALTH. Requires not less than 6 months post-partum and interconception care for women of childbearing age who are participants in the Hawaii QUEST health insurance program. Defines "interconception care." Requires department of human services to adopt rules. Appropriation.

RELATING TO ENDANGERING THE WELFARE OF A MINOR. Expands the crimes of endangering the welfare of a minor in the first and second degrees to include situations in which an adult causes or permits a minor to inject, ingest, or inhale any controlled substance that was not prescribed for the minor by a physician.

RELATING TO ELECTRONIC MONITORING. Requires electronic monitoring of persons convicted of violating a domestic abuse temporary restraining order or protective order.

RELATING TO THE PENAL CODE. Amends the offenses of assault in the second degree and terroristic threatening in the first degree to include conduct committed against victims who the courts and police are attempting to keep safe with protective orders.

RELATING TO PROSTITUTION. Requires the department of human services to contract the services of a health and human services provider to establish a pilot prostitution prevention education and diversion program.

RELATING TO HUMAN TRAFFICKING. Extends the sunset date for the Hawaii Anti-trafficking Task Force to 2010. Adds members to the Task Force. Appropriates funds.

RELATING TO HUMAN SERVICES. Requires the department of human services to disregard specified assets for purposes of determining eligibility for certain public assistance benefits.

RELATING TO THE EXECUTIVE OFFICE ON AGING. Amends HRS sec. 349-2(b) to increase the salary cap for the director of the executive office on aging from sixty-nine to eighty per cent of the salary of the director of the department of human resources development.

RELATING TO HUMAN SERVICES. Appropriates funds to the department of human services for independent living skills training for foster children and children being released from foster care. Authorizes general obligation bonds for transitional housing for foster children and children being released from foster care.

RELATING TO TAXATION. Creates a refundable state earned income tax credit for individual taxpayers' which is equal to 20% of the federal earned income tax credit.
