The purpose of this informational briefing is to review the current state and federal laws as they relate to medical marijuana or cannabis possession and transportation in Hawaii.
The briefing will also cover an overview of the 2007 American College of Physicians Report on cannabis and a review of the 2004 Legislative Reference Bureau report on cannabis access issues.
A comparison of different states laws relating to cannabis and how they compared with Hawaii's current laws will be discussed during the briefing.
The briefing will review HB2675 HD2 SD1, which was passed by the 2008 Legislature, but vetoed by the Governor, and review possible options or proposals in 2009.
The following organizations or representatives have been invited to participate:
The United States Attorney General, District of Hawaii, or his designee; and
A Representative of the United States Department of Homeland Security, Transportation Security Administration; and
The Director of the State Department of Health or her designee; and
The Administrator of the State Narcotics Division, State Department of Public Safety, or his designee; and
The State Attorney General or his designee; and
The Honolulu Police Chief or his designee; and
A Representative from the John A. Burns School of Medicine, University of Hawaii; and
James Anthony or his designee of Law Enforcement Against Prohibition; and
Advocates for reasonable use of cannabis for medicinal purposes, such as but not limited to, Physicians, Pain Management Specialist, Therapists, Care Givers, and Patients.
No public testimony will be accepted.
