The purpose of this informational briefing is to review the public safety standards for tattoo licensure in Hawaii and to review and work on legislation and policy to ensure the safety of consumers dealing with the tattoo industry in Hawaii.

 

A major concern in the tattoo and body piercing industry is exposure to Blood borne Pathogens, including but not limited to, Hepatitis B, Hepatitis C, and HIV/AIDS.

 

Last session HB2283, HD1, SD1, (the tattoo bill) was recommitted to the Ways and Means Committee, due to safety concerns, when the most recent draft changed the tattoo licensure law to simply a registration program, thus avoiding any health or public safety oversight on the tattoo industry.  The briefing seeks to ensure public safety while allowing tattoo artist to practice their trade in a safe manner.

 

The following organizations or representatives have been invited to participate:

 

The Director of the State Department of Health or her designee; and

 

Practicing licensed Tattoo Artist in Hawaii; and

 

The Producer of Hawaii's "Big Boys Trade Show;" or his designee and

 

Other related organizations dealing with tattoo artistry or body piercing.

 

No public testimony will be accepted.
