RELATING TO GRADUATES OF FOREIGN ACUPUNCTURE PROGRAMS. Requires applicants for acupuncture licensure who graduated from foreign institutes to have their educational information evaluated by a professional crediting evaluator as a prerequisite for taking an exam and getting a license in Hawaii.

RELATING TO HEALTH. Provides an exemption from civil damages for physicians, dentists, and non-profit health care organizations that provide free services.

RELATING TO THE HOSPITAL LOAN GUARANTEE PROGRAM. Establishes a hospital loan guarantee program to guarantee a portion of a loan by a private financial institution to a hospital that is experiencing short-term financial problems. Repealed 6/30/20 .

RELATING TO HOSPITALS. Establishes a hospital capital loan program under department of health. Requires loan to Hawaii Medical Center, LLC.

RELATING TO HEALTH. Requires the department of taxation to defer general excise tax collection for the Hawaii Medical Center's hospital operations between July 1, 2008, and an unspecified date. Also requires the department to collect the deferred taxes plus interest after the unspecified date. Provides for immediate payment of deferred taxes, interest, and penalty upon occurrence of certain events.

RELATING TO GENERAL EXCISE TAX. Extends the general excise tax exemption for non-profit hospitals, infirmaries, and sanitaria to for-profit hospitals, infirmaries, and sanitaria. Makes conforming amendments.

RELATING TO NURSING. Creates a nursing teacher loan forgiveness pilot program at the University of Hawaii. Creates the nursing teacher loan forgiveness special fund. (HB 2133 HD1)

RELATING TO THE CENTER FOR NURSING. Makes permanent the deposit and disbursement of certain nursing fees into the compliance resolution fund for the credit of the center for nursing special fund.

RELATING TO EMERGENCY MEDICAL SERVICES. Requires department of health to establish a 2-year pilot project on Oahu to equip paramedics to transmit electrocardiogram data in the field or in ambulances directly to a hospital's emergency room or to a cardiologist prior a cardiac patient's arrival at an emergency room. Makes appropriation from the emergency medical services special fund.

PROTECTING CHILDREN FROM CERTAIN TOXIC PRODUCTS. Prohibits the manufacturing, sale, or distribution of toys and child care articles containing certain toxic chemicals and requires manufacturers to use the least toxic alternatives.

RELATING TO COMPENSATION OF CRIME VICTIMS AND WITNESSES. Authorizes criminal injuries compensation for mental health services of survivors and witnesses in cases involving death or violent crimes and of young or elderly witnesses of violent crimes.

RELATING TO HEALTH. Clarifies the prescribing of opiates for pain treatment. Extends the time limit in which scheduled II controlled substances prescriptions must be filled.

RELATING TO CONTROLLED SUBSTANCES. Prohibits pre-signed and predated prescriptions. Clarifies how the narcotic enforcement division administrator shall conduct inspections at pharmacies.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
