RELATING TO INCOME TAXATION.

Allows an income tax credit to physicians practicing in medically underserved areas for a portion of the amount of medical malpractice premiums.

Requires the narcotics enforcement division of the department of public safety to maintain an electronic purchase logbook for sales of pseudoephedrine and related substances.

RELATING TO DISASTER PREPAREDNESS.

Funds a study to assess the structural integrity of each hospital and nursing home facility to determine their ability to withstand hurricanes and earthquakes.  Makes appropriation.

Establishes the psychiatric health services pilot project which enables psychiatrists to collaborate with primary care physicians at federally qualified health centers for psychiatric care to patients.  Makes appropriation.  Repealed 6/30/11.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION

To authorize an emergency appropriation for fiscal year 2007-2008 of $10,000,000 from general funds to the Department of Health (DOH), for the Adult Mental Health Division (AMHD).

RELATING TO FOOD SAFETY.

Establishes State policies on dealing with tainted foods that are processed for consumption by humans and pet animals.

RELATING TO HEALTH INSURANCE.

Establishes the state health authority to propose a plan to provide medical assistance for all citizens of Hawaii.

RELATING TO HEALTHCARE.

Requires hospitals to establish a policy and program that identifies, assesses, and develops strategies to control the risk of injury to patients and healthcare workers and nurses associated with lifting and moving patients.  Provides tax deduction for hospitals that purchase equipment for the moving of patients.

RELATING TO EDUCATION.

Requires the department of education, in collaboration with the department of health, to provide accurate information on human papillomavirus, the link between human papillomavirus infection and cervical cancer, and the availability of human papillomavirus immunizations to parents of female sixth graders in public schools.  Appropriations.

MAKING AN EMERGENCY APPROPRIATION TO THE HAWAII HEALTH SYSTEMS CORPORATION

Appropriation of general funds for fiscal year 2007-2008 to pay current, essential vendors, reduce accounts payable, and allow operation and provision of current levels of service in Hawaii Health Systems Corporation’s facilities.

RELATING TO TATTOO ARTISTS.

Allows department of health to issue temporary 14-calendar-day certificates of registration to tattoo artists for educational, trade show, or product demonstration purposes only.

RELATING TO VACCINATIONS.

Provides free influenza vaccinations to students statewide to reduce mortality.  Requires consent forms.  Requires department of health to seek federal funding from the Centers for Disease Control and Prevention.  Appropriates funds to department of health for FY 2008-2009.  Repealed 06/30/09.
