Requires rates of payment to dentists to be based on the 75th percentile of the usual, customary, and reasonable fee established by insurers for services provided by dentists.  Defines the term "usual, customary, and reasonable fee".

Creates epilepsy treatment and education grants-in-aid fund to help epilepsy victims and families.  Creates advisory committee to recommend to DOH the creation of treatment and education programs.  Exempts fund from transfers for central service expenses and pro rata administrative expenses.  Appropriation.

RELATING TO EMERGENCY MEDICAL SERVICES.

Requires department of health to establish a 2-year pilot project on Oahu to equip paramedics to transmit electrocardiogram data in the field or in ambulances directly to a hospital's emergency room or to a cardiologist prior a cardiac patient's arrival at an emergency room.  Makes appropriation from the emergency medical services special fund.

RELATING TO MEDICAL MARIJUANA.

Authorizes the use of a written certification or its equivalent issued by another state government to permit the medical use of marijuana by a qualifying patient in place of a certificate provided by the Department of Public Safety.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
