RELATING TO HEALTH. Appropriates funds to match federal funding for the disproportionate share hospital allowance.

RELATING TO MENTAL HEALTH. Ensures that psychiatrists are reimbursed on all medicare codes for the provision of medical services to patients at a rate not less than one hundred per cent of the medicare reimbursement amount that is in effect for the current year and updated for each calendar year. Establishes a $30 differential for reimbursements to psychiatrists practicing on the neighbor islands.

RELATING TO MEDICAID. Establishes a timeline by which the department of health shall reconcile managed care supplemental payments; provides a clear definition of what conditions constitute a “change of scope” for purposes of increasing or decreasing rates paid to a federally qualified health center or rural health clinic; specifies a process through which these providers may file for a new rate due to “change of scope;” and identifies services that are required to be reimbursed under the prospective payment system.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number;
· The number of copies the Committee is requesting.
