Requires the University of Hawaii board of regents to publicly disclose in open meetings: (1) compensation offered to newly hired employees; (2) changes in compensation offered to existing employees for administrative positions in the UH system filled by excluded employees; and (3) all budgetary expenditures made by the board of regents. Establishes a working group to consider the feasibility of creating within the University of Hawaii college of engineering an institute of robotics or a related institute or program with consideration of the appropriate background science and technology fields, and application areas, on which an institute or other program will focus; requires report on its findings and recommendations to the 2010 legislature. RELATING TO COLLEGE SAVINGS PROGRAMS. Provides an annual maximum deduction of $5,000 per individual or $10,000 for a married couple filing jointly against their taxable income for contributions made to a section 529 college savings program in calendar year 2008 and beyond. Establishes a $75,000 cap on the total tax deduction per college savings account. (SB2660 SD3)

RELATING TO THE UNIVERSITY OF HAWAII. Requires the submission of candidates' names for the regents candidate advisory council within 60 days following the notification of a vacancy. Clarifies the requirement of the submission of the names of the candidates to the governor. Makes confidential certain information received or maintained by the regents candidate advisory council; provided that information concerning an applicant that is subsequently appointed by the governor to the board of regents shall be disclosed as provided by law. Requires candidates to reside in the geographic area which the candidate represents. Appropriates funds for an administrative position to support regents candidate advisory council operations. Requires the governor to notify the regents candidate advisory council of vacancies on the board of regents in a timely manner. (SB2668 SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
