RELATING TO IOLANI PALACE. Establishes standards and conditions that the State of Hawaii Museum of Monarchy History must meet in order to receive state funds.

RELATING TO AEROSPACE DEVELOPMENT. Appropriates funds for the continuing operations of the Pacific International Space Center for Exploration Systems.

RELATING TO THE CODE OF FINANCIAL INSTITUTIONS. Updates Hawaii's Code of Financial Institutions by requiring licenses to be conspicuously displayed, addresses temporary closures during emergencies, clarifies the authority of a person to serve as a trustee or trust company, clarifies how prepayment penalties are calculated, clarifies when the Commissioner of Financial Institutions may examine a financial institution holding company, and places a Hawaii licensed foreign bank on equal footing with a Hawaii state-chartered financial institution when relocating its place of business. Eff. 7/1/2050.

RELATING TO INSURANCE. Authorizes the creation and regulation of special purpose financial captive insurance companies (SPFCIC). Establishes confidentiality provisions applicable to captives, including SPFCICs. Provides clarity on sponsored captive insurance companies. Effective July 1, 2050.

RELATING TO HEALTH. Clarifies the prescribing of opiates for pain treatment. Extends the time limit in which scheduled II controlled substances prescriptions must be filled. Establishes the Hawaii Health Corps that will provide loan repayment and stipends for physicians and dentists who agree to work in health professional shortage areas and as first responders during civil defense and other emergencies. Expands the Enterprise Zone Business Tax Credit, general excise tax exemption, and other business incentives to include physicians and dentists who establish or maintain practices in areas designated as enterprise zones. Appropriates funds.

RELATING TO MENTAL HEALTH. Requires the department of health to submit an annual report on forensic patients; requires yearly court status hearings for individuals ordered to be conditionally released or hospitalized as an inpatient by the mental health court; reduces the minimum length of hospitalization from ninety to thirty days for individuals who are recommitted after conditional release; makes appropriation for mental health court operations.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

PAPER: 2 copies to Room 306 in the State Capitol. It is required that the copies be on one side of an 8½ " X 11" sheet;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands);
OR
EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6200 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
