MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION.

To authorize an emergency appropriation for fiscal year 2007-2008 of $10,250,443 from the general funds to the Department of Health for the Adult Mental Health Division and to fund $1,200,000 for the mental health and substance abuse special fund.

Makes an emergency appropriation for FY 2008 to pay for the City and County of Honolulu's collective bargaining costs relating to emergency medical services.

RELATING TO ENERGY RESOURCES.

Requires installation of solar thermal or demand water heaters in single-family residences constructed after 1/1/2010; Reduces to 20%, Renewable Energy Tax Credit for solar thermal systems in single-family residences constructed before 1/1/2010; Extends the credit at 15%, on certain conditions, to residences constructed after 1/1/2010.

RELATING TO CABLE TELEVISION SYSTEMS.

Authorizes the director of commerce and consumer affairs to designate an access organization to oversee the development, operation, supervision, management, production, or broadcasting of programs for cable television channels; requires the director to also establish requirements for the designation of access organizations; and requires the cable advisory committee to advise access organizations on matters under chapter 440G, Hawaii Revised Statutes.  Eff. 7/1/2050.

Enacts the Hawaii 2050 sustainability plan.  Establishes a sustainability council to coordinate, implement, measure, and evaluate the progress of the Hawaii 2050 sustainability plan and activities.  Appropriates funds to the sustainability council.

RELATING TO PERSONAL INFORMATION.

Implements recommendations of the 12/2007 report of the Hawaii identity theft task force to protect the security of personal information collected and maintained by state and county government.
