RELATING TO STATE PARKS ON KAUAI. Establishes a sub-account under the state parks special fund into which a percentage of the proceeds collected from the various fees collected at the Kokee state park and Waimea canyon state park, less any amounts due to OHA, will be deposited and used to cover the cost of repair, maintenance, and operation at the Kokee state park and Waimea canyon state park.

RELATING TO THE HAWAI‘I INSTITUTE OF MARINE BIOLOGY. Extends the lapse date of the funds provided for the planning, design, and construction of a modern laboratory and office complex on Coconut Island.

RELATING TO AFFORDABLE HOUSING. Exempts new multi-family housing condominium developments of seventy-five units or more from certain state and county affordable housing requirements.

AUTHORIZING THE RESALE OF RESERVED HOUSING UNITS BY THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Allows the Hawaii Community Development Authority to sell reserved housing units as defined in section 206E-101, Hawaii Revised Statutes, in fee simple. Requires sold units to remain affordable in perpetuity.

RELATING TO THE STATE HISTORIC PRESERVATION OFFICER. Specifies the required qualifications for a state historic preservation officer and adds requirement that notice of the appointment of a state historic preservation officer be given to the legislature. (SD1)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Grants the Natural Energy Laboratory of Hawaii Authority power to directly communicate with the Governor and the Legislature, and make employment-related decisions and purchase supplies, equipment, and furniture without the approval of the Director of Business, Economic Development, and Tourism.

RELATING TO HIGH TECHNOLOGY. Amends Act 150, Session Laws of Hawaii 2007, to provide funding to the High Technology Development Corporation for the planning of a technology park on Oahu and to prepare a science and technology master plan for Hawaii.

RELATING TO PROCUREMENT. To ensure compliance with procurement code, requires State Procurement Office annual random audits of government purchasing agencies and audits of agencies selected based on a pattern of agency noncompliance. Appropriates funds for Auditor to audit State Procurement Office and Executive agencies.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
