Authorizes the Hawaii public housing authority to include as part of a request for proposals for the construction or renovation of a public housing project a price preference or scoring bonus for a person who proposes to concurrently redevelop adjacent real property.

RELATING TO INSURANCE.

Clarifies that it is not an unfair method of competition or an unfair or deceptive act or practice for an accident and health or sickness insurer with a less than 5% market share to refuse to issue or renew a policy with a prospective insured unless the prospective insured contracts for another class or an additional policy of the same class of insurance with the same insurer.  Effective 1/1/2050.

RELATING TO ENERGY.

Establishes the energy security special fund.  Renames the environmental response tax the "environmental response and energy security tax" and increases the tax to 20 cents per barrel.  Amends the uses of tax revenue to include deposits to the energy security special fund and the energy systems development special fund.  Amends uses of the environmental response revolving fund by deleting energy conservation and alternative energy development uses.  Appropriates moneys.  Effective 7/1/08.

RELATING TO RENEWABLE ENERGY.

Establishes a renewable energy facility siting process to expedite the review and action upon state and county permits necessary for the siting, development, construction, and operation of a renewable energy facility.
