RELATING TO AUDIT RECOMMENDATIONS. Requires the Auditor to submit an annual report to the Legislature identifying all audit recommendations more than one year old that have not been implemented. Requires all affected agencies notified by the Auditor that an audit recommendation more than one year old has not been implemented to submit a written report to the Auditor, the Senate President, and the Speaker of the House of Representatives explaining why the recommendation was not implemented and the estimated date of implementation. Requires each department, office or agency, or political subdivision subject to an audit to provide updates on the implementation of the Auditor's recommendations at intervals prescribed by the Auditor.

RELATING TO WIRELESS ENHANCED 911. Requires the Auditor to perform a financial and management audit of the wireless enhanced 911 fund.

MAKING AN APPROPRIATION FOR DISASTER RELIEF. Appropriates moneys to maximize available federal reimbursements to assist Hawaii county with earthquake recovery efforts.

MAKING AN APPROPRIATION FOR THE HAWAII CIVIL AIR PATROL. Makes appropriation for expenses of the Hawaii wing, civil air patrol.

RELATING TO DISASTER RELIEF. Clarifies the use of the governor's emergency powers. Clarifies that the governor shall not utilize the power to suspend laws authorized under the Civil Defense and Emergency Act when the State is attacked for purposes of noncivil defense situations unless there is a tangible and measureable threat to the people or environment of the State. Establishes that certain provisions of the State's disaster relief chapter are operative and supersede provisions of the Civil Defense and Emergency Act in times when an emergency arises that is not considered a civil defense emergency. States that any emergency powers in force prior to the effective date of this measure expire at the end of the 2008 regular session unless reauthorized by the legislature.

RELATING TO THE ARMED SERVICES. Provides an exemption of vehicle taxes and registration fees for members of the National Guard and Reserves.

RELATING TO THE UNIVERSITY OF HAWAII. Grants resident status to veterans for tuition purposes for a total of thirty-six months at the University of Hawaii system.

RELATING TO VETERANS. Requires director of office of veterans' services to deposit gifts into an account in the state treasury to be known as the veterans' gift trust fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

PAPER: 2 copies to Room 306 in the State Capitol. It is required that the copies be on one side of an 8½ " X 11" sheet;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands);
OR
EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
