MAKING AN APPROPRIATION FOR A STUDY ON ENERGY EFFICIENT TRANSPORTATION STRATEGIES.

Appropriates funds to collect and analyze data and to develop a plan for developing, using, and maintaining a statewide transportation energy information and monitoring system.

RELATING TO ENERGY.

Establishes the energy security special fund.  Renames the environmental response tax the "environmental response and energy security tax" and increases the tax to 20 cents per barrel.  Amends the uses of tax revenue to include deposits to the energy security special fund and the energy systems development special fund.  Amends uses of the environmental response revolving fund by deleting energy conservation and alternative energy development uses.  Appropriates moneys.  Effective 7/1/08.

Establishes a coordinated process for the approval of permits for an interisland wind energy and undersea cable project.

Establishes a renewable energy facility siting process to expedite the review and action upon state and county permits necessary for the siting, development, construction, and operation of a renewable energy facility.

RELATING TO ELECTRIC VEHICLES.

Requires the Department of Transportation to adopt rules for the registration of electric vehicles, as needed.  Reuqires counties to issue special license plates for electric vehicles.  Waives parking fees and high occupancy vehicle restrictions for electric vehicles. Waives vehicle registration fees and taxes for neighborhood electric vehicles.

RELATING TO CLOTHESLINES.

Allows for the use of clotheslines on any privately owned single-family residential dwelling or townhouse.

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
