Appropriates various amounts for:  (1) 24-hour ambulance service for Haiku, Maui and Molokai; (2) mobile medical van for South Kona, Kau, and upper Puna, Hawaii; (3) Waianae Coast Comprehensive Health Center; (4) outpatient urgent and extended emergency care in West Maui; emergency power systems for Queen's Medical Center; family practice residency program at Kona community hospital.

RELATING TO INSURANCE.

Clarifies that it is not an unfair method of competition or an unfair or deceptive act or practice for an accident and health or sickness insurer with a less than 5% market share to refuse to issue or renew a policy with a prospective insured unless the prospective insured contracts for another class or an additional policy of the same class of insurance with the same insurer.  Effective 1/1/2050.

RELATING TO MEDICAID.

Establishes a timeline by which the department of health shall reconcile managed care supplemental payments; provides a clear definition of what conditions constitute a “change of scope” for purposes of increasing or decreasing rates paid to a federally qualified health center or rural health clinic; specifies a process through which these providers may file for a new rate due to “change of scope;” and identifies services that are required to be reimbursed under the prospective payment system.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
