RELATING TO WATER. Appropriates funds to dredge and install drain inlets, sediment devices, and other modifications in Kaelepulu Pond in Kailua, Oahu.

RELATING TO EDUCATION FOR FOSTER CHILDREN. Establishes guidelines for school placement and transportation for foster children.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS. Clarifies guidelines for individual development accounts (IDAs). Designates the Department of Human Services or a contracted agency to administer IDAs. Appropriates funds.

RELATING TO COURT-APPOINTED COUNSEL AND GUARDIANS AD LITEM IN FAMILY COURT. Clarifies compensation rates for court-appointed attorneys and Guardians Ad Litem.

RELATING TO CHILD PROTECTION. Authorizes the Department of Human Services to conduct unannounced visits to inspect a parental home in which a household member was convicted or adjudicated for certain offenses of child abuse or neglect. Establishes a Well Child Follow-Up Visit Pilot Project.

RELATING TO PUBLIC ASSISTANCE. Requires the Department of Human Services to amend its administrative rules to add legal guardians to the definition of a specified relative for purposes of determining eligibility for assistance programs.

RELATING TO BRIDGE TO HOPE PROGRAM. Expands the Bridge to Hope Program to enable all heads of households receiving financial assistance and participating in the First-to-Work Program to pursue education beyond the federal limit of one-year of vocational education.

RELATING TO THE FIRST-TO-WORK PROGRAM. Conforms state law to current federal law by deleting references to the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Act and replaces it with the federal Temporary Assistance for Needy Families law.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

PAPER: 2 copies to Room 306 in the State Capitol. It is required that the copies be on one side of an 8½ " X 11" sheet;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands);
OR
EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6200 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
