RELATING TO LAW ENFORCEMENT. Authorize Department of Land and Natural Resources' Conservation and Resources Enforcement Officers to use electric guns while performing their duties upon the receipt of accreditation or recognition. (HB3016 HD2)

RELATING TO AQUATIC RESOURCES. Requires the department of land and natural resources to assess and report the status of Hawaii's marine ecosystems.

RELATING TO AQUATIC RESOURCES. Requires the department of land and natural resources to: review each rule adopted after 01/1/08, concerning the protection and propagation of certain aquatic life or the conservation and allocation of the natural supply of aquatic life; determine whether the rule is achieving its intended purpose; and submit a report. Sunsets on 12/31/20.

RELATING TO THE HOSPITAL LOAN GUARANTEE PROGRAM. Establishes a hospital loan guarantee program to guarantee a portion of a loan by a private financial institution to a hospital that is experiencing short-term financial problems. Repealed 6/30/20 .

RELATING TO HOSPITALS. Establishes a hospital capital loan program under department of health. Requires loan to a private hospital in the state with an annual patient population of sixty per cent or more of uninsured, medicaid, and medicare patients.

RELATING TO HEALTH. Requires the Department of Taxation (DOTAX) to defer general excise tax collection for a for-profit hospital group that provides services to an annual patient population consisting of sixty per cent or more uninsured, medicaid and medicare patients for hospital operations between July 1, 2008, and an unspecified date. Also requires DOTAX to collect the deferred taxes plus interest after the unspecified date. Provides for immediate payment of deferred taxes, interest, and penalty upon occurrence of certain events.

RELATING TO GENERAL EXCISE TAX. Extends the general excise tax exemption for hospitals, infirmaries, and sanitaria to for-profit hospitals, that provide services to an annual patient population consisting of sixty per cent or more uninsured, medicaid, and medicare patients. Makes conforming amendments.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
