RELATING TO THE WEST MAUI TRANSPORTATION ACCESS PLAN. Creates an informal, temporary West Maui transportation access plan working group to develop a West Maui transportation access plan. Allows hiring of a consultant without regard to the Hawaii procurement code to develop the plan. Appropriates funds.

RELATING TO TRAFFIC. Requires department of transportation to recommend improvements to traffic in Central Oahu corridor. Requires studying regional connectivity and travel time mitigation and reviewing past traffic flow studies in Central Oahu, including any proposals to extend contra-flow lanes to Mililani. Appropriates funds.

RELATING TO TRANSPORTATION. Requires the department of transportation to conduct a feasibility study to implement electronic road pricing in the State. Report to legislature. Appropriation.

RELATING TO TRANSPORTATION. Declares, as state policy, certain best practices to which the governor and the department of transportation must adhere to ensure that the public interest is protected in any transportation public-private partnership agreement.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX. Extends the $1 per day surcharge on rental motor vehicles beyond September 1, 2008 and deposits the money into the State Highway Fund. (HB3196 HD1)

RELATING TO TRANSPORTATION. Authorizes the Department of Transportation to establish and collect car rental customer facility charges. Creates a car rental customer facility charge special fund.

RELATING TO COMMERCIAL HARBORS MODERNIZATION. Expands the authority of the Aloha Tower Development Corporation to assist in the development of the statewide harbors modernization plan by establishing the Harbors Modernization Group. Authorizes the Department of Transportation to issue revenue bonds to finance the harbor improvements.

RELATING TO HARBORS. Requires the department of transportation to allow a vessels with a mooring permit for either Kewalo Basin or Honolulu Harbor to moor in the other harbor under certain conditions.

RELATING TO HIGHWAY SAFETY. Requires installation of ignition interlock device on the vehicle of a person arrested for driving under the influence that prevents the person from starting or operating a motor vehicle with more than a minimal alcohol concentration while their case is pending and while their license is revoked pursuant to chapter 291E, HRS. Provides for certification of devices and vendors and funds installation of devices for the indigent with surcharges on offenders and fees on vendors. Effective 7/1/10. Establishes a task force to prepare for implementation. Appropriates funds for the task force. Effective 7/1/08.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

PAPER: 2 copies to Room 306 in the State Capitol. It is required that the copies be on one side of an 8½ " X 11" sheet;

EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
