RELATING TO LIGHTING. Phases-out and bans the use of certain lighting products with lead and high mercury content; establishes a statewide lighting efficiency standard for general purpose lights; directs the department of health to develop a statewide recycling program for recycling all fluorescent lamps.

RELATING TO ENERGY. Appropriates funds for a renewable energy facilitator position within the department of business, economic development, and tourism. Effective 7/1/08.

RELATING TO REORGANIZATION OF STATE AGENCIES. Directs the legislative reference bureau to research the responsibilities of state agencies that are integral to achieving state energy objectives; identify any duplication or deficiency in the state agencies responsibilities; research how other states address similar deficiencies in the administration of their energy policies; and make recommendations regarding how the state agencies can be reorganized to advance the long‑term energy strategy.

RELATING TO GREENHOUSE GAS EMISSIONS REDUCTION. Appropriates funds to establish two positions to support the implementation of Act 234, Session Laws of Hawaii 2007.

RELATING TO ELECTRONIC DEVICE RECYCLING. Establishes a state program for collection, recycling, enforcement, and monitoring of covered electronic devices; establishes program funding through the electronic device recycling fund.

RELATING TO THE ENVIRONMENT. Provides appropriation to the Legislative Reference Bureau to contract with the UH for a study to modernize Hawaii's EIS process.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The date and agenda no. of the hearing;
· Measure number;
· If you will be testifying in person or submitting written testimony only;
· The Committee the comments are directed to; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

PAPER: 2 copies to Room 306 in the State Capitol. It is required that the copies be on one side of an 8½ " X 11" sheet;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands);
OR
EMAIL: For comments less than 5 pages in length, transmit to FINtestimony@Capitol.hawaii.gov. Please include the measure number, date of hearing, and agenda no. in the subject line or click on the appropriate "Email Testimony" link above.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6200 at least 24 hours prior to the hearing for arrangements.
