RELATING TO LIGHTING. Phases-out and bans the use of lighting products with lead and high mercury content; establishes a statewide lighting efficiency standard for general purpose lights; directs the Department of Health to develop a statewide recycling program for recycling mercury-containing compact florescent bulbs.

RELATING TO HEALTH. Prohibits use of polystyrene foam takeout food containers beginning January 1, 2010. Requires department of health to find alternatives to polystyrene containers. Makes appropriation.

RELATING TO HOUSEHOLD ENERGY DEMAND. Allows for the use of clotheslines on any privately owned single-family residential dwelling regardless of a contrary provision in any instrument or contract.
