Directs the Legislative Reference Bureau to conduct a study on Hawaii's most effective and efficient options to reorganize state agencies tasked with issues relating to energy and environmental protection.

Establishes the global warming task force to assess the impacts of climate warming trends on the State.

Permit the department of health to distribute excess moneys in the deposit beverage container deposit special fund to the counties to support the establishment and maintenance of recycling programs.

Appropriates funds to the department of business, economic development, and tourism to conduct a study regarding the feasibility of using stockpiles of waste plastics as a strategic energy reserve.

RELATING TO INVASIVE SPECIES.

Requires that that 50% of the inspection, quarantine, and eradication service fees and charges collected be allocated to DLNR for the invasive species committees; raises the fee for inspection, quarantine, and eradication of invasive species contained in any marine or air commercial container shipment from $1 to $10 per 20-foot equivalent unit per container or other appropriate unit per container.

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearing:

 

·         In person:  1 copy of their testimony to the committee clerk, Room 208, State Capitol, if delivered prior to the day of the hearing. All testimony should be single-sided and unstapled on 8˝x11 sheets.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

·         Anyone submitting testimony on the day of the hearing must make 20 copies (two-hole punched on top and, if more than one page, stapled) of their testimony and deliver to the hearing room before the hearing starts.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
