RELATING TO ELECTRIC VEHICLES. Requires the department of transportation to adopt rules for the registration of electric vehicles and to issue special license plates for electric vehicles. Waives parking fees, high occupancy vehicle restrictions, and vehicle registration fees for electric vehicles.

RELATING TO RENEWABLE ENERGY. Permits small wind energy systems in all land use districts where structures of any sort are allowed except for the conservation district unless permitted by the department of land and natural resources.
