Establishes environmental courts as divisions within the circuit court to handle complaints, administrative appeals, and certain other judicial proceedings of an environmental nature.

RELATING TO THE HAWAII ENERGY POLICY FORUM.

Makes an appropriation for the continuation of the Hawaii Energy Policy Forum.

MAKING AN APPROPRIATION FOR A STUDY ON ENERGY EFFICIENT TRANSPORTATION STRATEGIES.

Appropriates funds to collect and analyze data and to develop a plan for developing, using, and maintaining a statewide transportation energy information and monitoring system.

RELATING TO RENEWABLE ENERGY TECHNOLOGIES.

Expands the renewable energy technologies tax credit to include solar electric energy systems.

Establishes the Hawaii energy loan program to provide low-interest loans for energy programs that promote energy conservation and renewable energy resource development.

Authorizes special purpose revenue bonds to H2 Technologies, Incorporated for construction of Hydrogen Generator Appliance Laboratory and hydrogen generation and conversion facilities.

MAKING AN APPROPRIATION FOR WASTEWATER PROJECTS.

Appropriates funds wastewater projects to comply with federal Environmental Protection Agency standards.

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Requires the refund value of a deposit beverage container to be marked directly on the container.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Authorizes the use of moneys in the deposit beverage container deposit special fund to acquire real property for redemption centers.

RELATING TO ELECTRIC VEHICLES.

Requires the department of transportation to adopt rules for the registration of electric vehicles and to issue special license plates for electric vehicles.  Waives parking fees, high occupancy vehicle restrictions, and vehicle registration fees for electric vehicles.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number;

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

EMAIL:    For comments less than 5 pages in length, transmit to EEPtestimony@hawaii.gov.
