Grants residency status for tuition purposes at the University of Hawaii for members of the armed forces on active duty, or dependents of the members, whose permanent duty station is in the State, notwithstanding a subsequent change in the permanent duty station of the member to a location outside of the State.

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Exempts board of regents of the University of Hawaii from Hawaii public procurement code requirements.

RELATING TO EDUCATION. Increases the compensation rate per day to $200 for board of education members. Establishes a protocol allowance for expenses incurred in the performance of board members' duties and responsibilities. Allows board members to receive personal expenses at rates specified by the board while attending board meetings or while on official business as authorized by the board chairperson.

MAKING AN APPROPRIATION FOR THE ESTABLISHMENT OF BOARD OF EDUCATION ANALYST POSITIONS. Appropriates funds for two full-time equivalent (2.00 FTE) permanent analyst positions in the board of education to staff and support the budgetary and school-community-related responsibilities of the board of education.

RELATING TO EDUCATION. Allows the principal of each public school to establish and use a debit card system based at the individual school level for the purpose of purchasing school supplies and other related curriculum support supplies.

RELATING TO EDUCATION. Authorizes the board of education to establish the duration of probationary periods for new teachers, principals, and vice-principals of the department of education.

RELATING TO SCHOOL SPORTS CONCUSSIONS. Requires department of education to implement a concussion evaluation tool for each high school student athlete participating in the sport of football statewide. Appropriation.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Changes the composition of the Hawaii teacher standards board to include seven licensed teachers regularly engaged in teaching members; defines the term "teachers regularly engaged in teaching"; and clarifies nominating procedures for board members. Appropriates funds for data/information management efforts of the board. Requires the Hawaii teacher standards board to include in its annual report to the governor and the legislature information on income and expenditures and supporting data.

RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education. Appropriates funds.

MAKING AN APPROPRIATION TO ASSIST GEOGRAPHICALLY ISOLATED SCHOOLS UNDER THE WEIGHTED STUDENT FORMULA. Appropriates funds for travel and associated costs to assist students of geographically isolated schools to explore academic enhancement.

RELATING TO EDUCATION. Appropriates funds for grants by the department of education for the establishment of schools within schools on certain high school campuses.

MAKING APPROPRIATIONS FOR ATHLETICS IN PUBLIC SCHOOLS. Appropriates funds for an athletic director at Anuenue School; equipment, supplies, and transportation for school athletic programs; and athletic programs for females.

RELATING TO PUBLIC SCHOOLS. Requires the department of education to: (1) include a shaded play area or areas of reasonable size on school grounds in its plans for all new elementary schools; and (2) implement an ongoing program to provide shaded play areas at existing elementary schools.

RELATING TO EDUCATION. Authorizes the director of finance to issue general obligation bonds for the construction of a new classroom building on the campus of Lana‘i high and elementary school.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR STEVENSON MIDDLE SCHOOL. Appropriates funds for Stevenson middle school to construct a building to house administrative and support offices and multipurpose educational facilities, and plan and design a multipurpose recreational facility.
