RELATING TO ENERGY EFFICIENCY. Appropriates funds to replace all incandescent lighting with compact fluorescent lighting in public schools.

RELATING TO THE ENVIRONMENT. Appropriates funds to the public school system to establish a recycling program and provide recycling bins on every school campus.

RELATING TO EDUCATION. Establishes a task force within the department of education to conduct an analysis into the creation of a comprehensive school recycling program; makes appropriation.

RELATING TO EDUCATION. Appropriates funds for performing arts and fine arts education programs in public middle and high schools.

RELATING TO EDUCATION. Appropriates moneys for the development, renewal, and maintenance of fine arts classes in secondary schools.

RELATING TO PHYSICAL EDUCATION. Requires the department of education to implement physical education instruction for grades kindergarten through eight; allows credit to be granted for certain athletic and co‑curricular activities; provides for the recruitment of licensed physical education teachers; and makes appropriations.

RELATING TO EDUCATION. Mandates a sex education curriculum that includes the concepts of abstinence, contraception, and sexually-transmitted disease prevention, and is required for graduation from public secondary schools in Hawaii.

RELATING TO STUDENTS. Requires a reduction in class sizes to achieve lower student-to-teacher ratios in public elementary, middle, and high schools. Appropriates funds for staffing needs for the reduction in class sizes.

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearing:
· In person: 1 copy of their testimony to the committee clerk, Room 230, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
