RELATING TO THE UNIVERSITY OF HAWAII. Authorizes the transfer of all university funds, with the exception of general funds, into the University of Hawaii Commercial Enterprises Revolving Fund to finance the establishment of new enterprises. (HB2245 HD1)

RELATING TO EDUCATION. Requires 1 percent of general revenues accrued from July 1, 2008, to June 30, 2014, to be deposited into the newly-created University of Hawaii Repair and Maintenance Special Account for the repair and maintenance of UH facilities. Expresses the Legislature's intent to authorize and appropriate, in each fiscal year of the fiscal period July 1, 2008, to June 30, 2014, at least an additional $50,000,000 in general obligation bonds for the repair and maintenance of UH facilities. Provides that, if the $50,000,000 in bonds is not appropriated in a fiscal year, general excise tax revenues to make up the shortfall shall be automatically transferred to the special account. States that the appropriations of special account moneys and general obligation bond funds shall be in lump sums so that UH has the discretion to identify the repair and maintenance projects that should be funded. Appropriates $50,000,000 from the special account in fiscal year 2008-2009 for the repair and maintenance of UH facilities. Authorizes and appropriates $50,000,000 in general obligation bonds for the repair and maintenance of UH facilities. (HB2521 HD2)

RELATING TO EDUCATION. Establishes the funding formula task force to develop an equitable, consistent, and responsive funding formula for the distribution of fiscal resources throughout the UH system, with the assistance of an independent consultant. Makes a one-time appropriation of funds to supplement the base operational budgets of UH campuses that have demonstrated a significant increase in enrollment. (HB2978 HD1)

RELATING TO THE UNIVERSITY OF HAWAII. Clarifies that the name of the candidate advisory council is the "Regents Candidate Advisory Council". Requires a UH Board of Regents member, except the student member, to reside in the geographic area represented by the member. Requires the Governor to notify in writing the Council of vacancies on the BOR within 10 days of receiving notification that a BOR member is resigning or has died, or of removal by the Governor. Requires the submission of candidates within 60 days of a vacancy on the BOR that arises by resignation, death, or removal by the Governor. Clarifies that the Council is to submit the names of candidates to the Governor. Makes confidential information concerning potential candidates that is not of public record; provided that information relating to a candidate who is appointed by the Governor shall be disclosed. Appropriates funds to establish a permanent administrative position for the Council. (HB3226 HD3)

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii to finance energy conservation and renewable energy measures to make Saunders Hall at the University of Hawaii a campus and community model of sustainability and energy conservation.
