MAKING AN EMERGENCY APPROPRIATION FOR ELECTRICITY, SEWER, REFUSE, AND INSURANCE PREMIUM PAYMENTS. Appropriates $271,852 from the Stadium Special Fund to pay fiscal year 2007-2008 increases in electricity, sewer, refuse, and insurance premium payments for Aloha Stadium.

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT. Appropriates $500,000 to be paid into the Hawaii community-based economic development revolving fund established in section 210D-4, HRS, for low interest loans and grants to qualifying community-based organizations involved in economic development activities under the Hawaii CBED technical and financial assistance program.

RELATING TO A TECHNOLOGY MASTER PLAN. Creates a high technology industry task force, attached to the high technology development corporation, to develop a state master plan for high technology prior to the convening of the 2010 regular session and updated every 2 years thereafter. Changes composition of task force after 2010 regular session.

MAKING AN APPROPRIATION FOR THE PACIFIC AVIATION MUSEUM PEARL HARBOR . Appropriates $1,000,000 for the planning, design, and construction of phase 2 of the Pacific Aviation Museum at Pearl Harbor.

RELATING TO IOLANI PALACE. Establishes standards and conditions for the receipt of funds appropriated to the State of Hawaii Museum of Monarchy History.

RELATING TO PUBLIC LANDS. Specifies permissible activities of groups leasing campsites on state parks or public lands.

MAKING AN APPROPRIATION FOR THE HAWAII CAPITAL CULTURAL DISTRICT. Appropriates funds to renovate the Kamamalu Building and renames the No. 1 Capitol District Building the Hawaii State Art Museum to be used exclusively by the museum.

RELATING TO THE HAWAII CAPITAL CULTURAL HERITAGE AREA. Codifies the designation of the Nu‘uanu ahupua‘a area in Honolulu respectively between Kalihi and Piikoi streets, and Pali lookout and the Pacific ocean as the Hawaii capital cultural heritage area. Appropriates funds for the arts and culture development branch of the department of business, tourism, and economic development, to plan and implement programs and projects that recognize, preserve, stimulate, and celebrate the significance of the Hawaii capital cultural heritage area.

RELATING TO STATE HERITAGE. Establishes the Hawaii heritage task force and Hawaii heritage list to recognize and protect the sites and buildings most important to Hawaii's history and rich culture.

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT. Updates sections of Chapter 210D, Hawaii Revised Statues, which created the Hawaii Community-Based Economic Development (CBED) Program, the Hawaii Community-Based Economic Development Revolving Fund, and the CBED Advisory Council; allows for smaller CBED loans, and reduces the maximum interest rate on these loans.

MAKING AN APPROPRIATION TO THE CITY AND COUNTY OF HONOLULU. Appropriates funds to the city and county of Honolulu for the development of a data encryption system.

Any testimony received after 6:00 PM the day before the hearing will not be distributed to the Committee or available to the public until after the hearing ends. As a result, the Committee will not be able to consider written testimony received after 6:00 PM in its decisions.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
