MAKING AN APPROPRIATION FOR SMALL BUSINESS DEVELOPMENT. Appropriates funds to support the statewide economic development program of the Hawaii Small Business Development Center Network hosted by the University of Hawaii at Hilo.

RELATING TO HIGH TECHNOLOGY. Clarifies awards procedures for federal small business innovation research grants or federal small business technology transfer program grants.

RELATING TO TECHNOLOGY. Extends funding for the Hawaii broadband task force from fiscal year 2007-2008 to add fiscal year 2008-2009.

RELATING TO ADVANCED FLIGHT SIMULATOR TRAINING. Adds businesses engaged in commercial aviation training for pilots, dispatchers, mechanics, or air traffic controllers to the definition of "qualified business" under the state enterprise zone law.

RELATING TO TAXATION. Provides a general excise tax exemption for an aircraft training facility that offers high technology simulator training.

RELATING TO THE GENERAL EXCISE TAX. Clarifies that the reduced general excise tax rate of 0.5 per cent on business-to-business services applies to dealers furnishing goods or services to the purchaser of tangible personal property to fulfill a warranty obligation of the manufacturer of the property. RELATING TO INCOME TAX CREDIT. Provides a mandatory tax credit to taxpayers pursuant to article VII, section 6, of the Hawaii State Constitution.

RELATING TO TAXATION. Creates a refundable state earned income tax credit for individual taxpayers' which is equal to 20% of the federal earned income tax credit.

RELATING TO GENERAL EXCISE TAX. Exempts from the general excise tax, commissions earned by a manufacturer's representative for the direct purchase of imported tangible personal property from the manufacturer by a customer.
