Establishes a program to provide accurate information on human papillomavirus to parents of female sixth graders in public schools.  Makes available human papillomavirus immunizations to female sixth graders in public schools.  Appropriations. (HB2141 HD1)

RELATING TO VACCINATIONS.

Provides free influenza vaccinations to students statewide to reduce mortality.  Requires consent forms.  Requires department of health to seek federal funding from the Centers for Disease Control and Prevention.  Appropriates funds to department of health for FY 2008-2009.  Repealed 06/30/09.

RELATING TO WORKERS' COMPENSATION.

Provides for workers' compensation coverage for students participating in school-approved work-based learning programs sponsored by the department of education or the University of Hawaii.

Requires that $90,000,000 be deposited into the state treasury in each fiscal year to the credit of the State Educational Facilities Improvement Special Fund for public school capital improvement program needs, by repealing the sunset date for Act 304, Session Laws of Hawaii 2006.  (HB602 HD1)

Appropriates funds for the Hawaii teacher cadet program to address the teacher shortage.

RELATING TO EARLY LEARNING.

Creates the Early Learning Council to govern the state's early learning system.  Establishes an early learning system.  Establishes the Keiki First Steps Program.
